Irwin has been a member of the Rotary Club of Winnipeg West since 1978. He was President of the club in 1993. Irwin was very active with the Youth Exchange Program. His daughter was an exchange student to Brazil.
Irwin is Sub-Committee Co-Chair for the Rotary Adventure in Human Rights program which will see students from around the world coming to Winnipeg to experience the new Canadian Museum for Human Rights
